Terrence L. Morgan is the CEO and Co-Founder of Fresh Start Professional Services, a mission-driven organization committed to empowering community members and justice-impacted individuals as they transition back into society. A proud native of Seattle’s Central District, Terrence’s roots run deep in the community—having attended Horace Mann Elementary, Meany Middle School, and Garfield High School. He went on to earn an Associate of Arts degree in Culinary Arts from Pierce Community College.

Drawing from his own lived experiences as a formerly justice impacted individual, Terrence is a true Credible Messenger—a powerful advocate and role model for those navigating stability and reentry. With more than a decade of hands-on experience in community service and reentry work, he has become a respected leader in the field. His comprehensive knowledge of system navigation, combined with his authentic approach and passion for education, positions him as a trusted guide and change agent for community members and justice-impacted populations.

Terrence developed an innovative 16-week transitional and life skills planning curriculum, specifically designed to help individuals prepare for future success. His program addresses key areas such as career development, housing stability, family reunification, and access to vital community resources. His effectiveness in delivering meaningful, life-changing support was recognized by the Urban League of Metropolitan Seattle, where he was appointed Program Manager for the Career Bridge workforce development program.

Throughout his career, Terrence has collaborated with a wide range of impactful organizations, including the YWCA, Juvenile Justice, Department of Corrections, Green Hill School, and the Urban League of Metropolitan Seattle. He has provided critical services to individuals experiencing transitions from incarceration, homelessness, domestic violence, and other challenging life circumstances.

Terrence’s vision extends beyond individual transformation. He is deeply committed to fostering equity and opportunity for people of color and the BIPOC community. His work focuses on leadership development, education, community empowerment, career-based employment, and support for minority-owned businesses. Through Fresh Start Professional Services and his broader advocacy, Terrence is building pathways to stronger, more resilient communities—where every individual has the chance to thrive.

Franklyn R Smith

Franklyn Smith (lived experienced) has been working with adults in transition from (homeless, jails/prison, treatment programs) for 17yrs and is currently the Co-Founder of
Fresh Start Professional Services (NPPSC) and Director of Community/Housing
Resources w/ Freedom Project WA and
Franklyn Smith was the 1st former justice impacted individual to the hired by the WA/DOC
as a Community Resources Program Manager, supporting the WADOC/KC 2nd Chance
Reentry Grant Pilot Project, and also held positions as Correction Specialist 3/ Reentry
Navigator.

Franklyn Smith holds a degree in Business w/Certificates in Supervisory Management
and Leadership Training, Advance Corrections, Case Management, Offenders Workforce
Development and Employment System, WA/ DBHR Peer Support Counseling and
Credible Messengers Mentoring Training. Franklyn is considered a boundary spanner
who understands how to help prepare individuals in transition on how to navigate
through the various systems, programs, and services available within the communities.
